• Prompt Pay Legislation (HB 566) Signed By Governor Wolf; Becomes a Law

On Tuesday, June 13, Governor Tom Wolf signed House Bill 566.  After several years of advocating for this issue in Harrisburg, this important piece of legislation is officially the law.   The legislative language, drafted by Reps. James R. Santora (R-Delaware) and Michael Driscoll (D-Philadelphia), permits contractors to suspend their work if they are not paid per contract terms.

Before reaching the Governor’s desk, the Pennsylvania State Senate had passed HB 566 by a vote of 43-5.  The bill was amended while in the Senate, and therefore was sent back to the House for concurrence.  On Wednesday, May 23, the full PA House of Representatives voted to concur on HB 566 with a vote of 175-16.  These bipartisan majorities speak to the importance of the bill and its’ importance in the construction industry.

This herculean effort was made possible by the hard work of M&SCA PAC Chairman Jim Gaffney as well as the entire PAC Committee, Mike Oscar of Grey & Oscar, and the coalition of Contractor Associations, including NECA and IFCA.
