    Executive Vice President

    Mr. Wall joins the M&SCA of E. PA. as Executive Vice-President.   In this role, Frank handles labor relations with Local Unions 420 and 690 and oversees day to day operations of the M&SCA of E. PA, including scheduling educational classes, setting up committee meetings, and monitoring industry issues.

    Frank was formerly the Executive Director of the Plumbing and Mechanical Contractors Association in Portland, Oregon. The Plumbing and Mechanical Contractors Association (PMCA) represents over 150 plumbing and mechanical contractors throughout Oregon, Southwest Washington, and the northernmost counties in California. PMCA’s focus is the betterment of plumbing and mechanical contractors and the plumbing industry. The PMCA contractors are signatory to the United Association of Plumbers and Steamfitters Local 290.

    Frank is a Past President of the Portland Executives Association. He currently is the Vice Chair of the Oregon Workforce Development and Talent Board, Member of the State Prevailing Wage Committee. Served on the Portland Public Schools CTE Advisory Council, Past Board Member of the Oregon Building Congress, Past Board Member of the Emerald Cities Coalition and is the Chairman of the Joint Apprenticeship Council for the Local 290 Plumbers and Steamfitters Training Trust as well as a Trustee on the Local 290 Pension and Health Trusts. Frank was appointed by Governor John Kitzhaber in 2014 to serve on the Oregon Workforce Investment Board.

    Frank has been a long time Volunteer for the March of Dimes.  He serves on the National Board of Trustees and is serves on their National Volunteer Leadership Council.  In his role, Frank travels the United States speaking to Boards and Volunteers about Board Development and Board Excellence. His volunteer leadership talents were noted when a Portland television station honored him as an outstanding community leader.   

    Frank currently is in a leadership position with the Association Executive Council of the Mechanical Contractors Association of America (MCAA).

    Mr. Wall was a lifelong resident of Oregon before moving to the Philadelphia area.  Frank has a BS in Journalism from the University of Oregon.

    Member Services

    Amy is a graduate of Santa Clara University where she earned a degree in Early Childhood Education.  She taught kindergarten and first grade until her own children were born.

    Amy plans meetings and events for M&SCA and provides assistance in the office. In her spare time, Amy enjoys traveling and spending time with family and friends. 


  • Maryetta Delahanty Maryetta Delahanty

    Member Services

    Maryetta joined the M&SCA in December 2012. Serving as the in-house accountant for the M&SCA along with record keeping responsiblities for the NCPWB, support for meetings, events and committee work, Maryetta brings her extensive experience in the construction and real estate industries including finance, administrative management and sales. Maryetta is also a NJ licensed Realtor.

    Prior to joining the M&SCA, Maryetta resided in Wildwood Crest, NJ where she worked in residential real estate and construction and served on the Cape May County Board of Realtors’ Ethics/Grievance Committee from 2005 – 2011.
